September After 5 meeting : -
After the sad death of our Chairman, Grant Vennell, the
Association cancelled the planned September After 5 meeting. We do apologise for any inconvenience this may have caused to members. However, on Monday 4 December we did hold our last function for 2006. It was hosted by Herman Pacific Ltd at their premises in Silverdale. This was an exceptionally interesting and informative event. Not only did we learn about the growth of an incredible family owned business and have the opportunity to tour the plant, but we were also addressed by Community Constable Natalie Taylor and Sergeant Mark Smith on the subject of Community Patrols and by Councillor Colin McGillivray who tackled the subject of roading difficulties in Silverdale. We were delighted to see new faces at this meeting as well as many of the regulars. It was a great turnout and by all accounts everyone felt they had learned a lot about the community and had the opportunity to be involved in stimulating discussions. We were also delighted to present Community Constable Natalie Taylor with a cheque for $1500 as a sponsor of the Community Patrol which is about to be launched in our area. This is aimed to help prevent petty crime in the Silverdale Business area and, in areas of New Zealand where the programme is already operating, remarkable reductions in petty crime are being reported. Thanks must go to Graham of Herman Pacific for hosting the evening and providing the food and beverages which were thoroughly enjoyed by everyone.


New appointments. The Executive Committee has appointed joint Chairmen to take us through to the next Annual General Meeting. Bruce Davies and Graeme MacGregor have taken over this role.

With the death of Grant Vennell, we were invited by Northern
Gateway Alliance to appoint a representative to their committee to replace him. The Executive Committee have appointed Greg Kempthorne to take over this role as he is very familiar with the operations of the Northern Gateway Alliance and the Alpurt B2 project, as he has acted as their official photographer for some time. The Northern Gateway Alliance were delighted to welcome Greg into this representative position.


OBITUARY....

GRANT VENNELL
15 October 1957 – 7 September 2006
Grant
It is with deep sadness we advise that, after a short illness, our Chairman, Grant Vennell passed away on 7 September 2006.

Grant was a wonderful leader, mentor and friend to so many, giving freely of his time to numerous community organisations.
Besides the dedicated service he gave to his accountancy practice, and his personal interest in and care of his clients,

Grant served the local business community by his involvement as Chairman of the Whangaparaoa Business Association,
and he was, at the time of his death
Chairman of Silverdale Biz Inc
.

He was on the Northern Gateway Alliance, had served on the Board of Red Beach School, participated on a number of Rodney District Council development forums, was involved in setting up the annual Christmas event at Stanmore Bay - "Festival by the Sea", and was Director of a number of companies.
He was passionately dedicated to the development of the Rodney area.
We all mourn Grant’s passing, but remember him with admiration for his achievements, and affection for the person he was.

 


03 August 2006.... The Northern Gateway Alliance (NGA) is today celebrating the breakthrough of the southbound tunnel

The Northern Gateway Alliance (NGA) is today celebrating the breakthrough of the southbound tunnel excavation at Johnstone’s Hill as part of Transit’s State Highway 1 Northern Motorway extension project (ALPURT B2).

Tunnelling began in February this year and a total of 333 metres were excavated to complete the “top heading” or top half of the first of the twin tunnels. The base section of the tunnel, or “bench” will eventually be excavated using earthmoving equipment. In the meantime the partially excavated tunnel will be used to provide access to the southern portal area for construction of the northern abutment of the Waiwera Viaduct.

"This is another piece of the ALPURT B2 jigsaw that's now in place on this complex and exciting project,” said NGA Project Director, Robert Jones. “The breakthrough in the southbound tunnel is a culmination of an enormous amount of effort the alliance team of tunnellers, geotechnical engineers and designers working closely together on a daily basis. The work has proceeded very smoothly with the minimum of fuss and is right on schedule and budget," he said.

Each tunnel is being excavated in two halves starting with the top half, a five metre high top heading which is excavated using a refurbished Mitsui Miike S200MA Roadheader machine. The remaining four and a half metre bench is then excavated using earthmoving equipment. Temporary reinforcing is added to the tunnel every 1.5 metres. Four metre long rock bolts are driven into the walls of the tunnel, creating a supporting arch which is then sprayed with a coating of reinforced shotcrete.

Excavation is followed by a year of lining works and another six months for fit-out for the tunnels, which will stand 15 metres apart, each measuring 345 metres in length, 12 metres in width and nine metres in height.

Once complete the twin tunnels will be New Zealand’s most sophisticated in their fit-out, the deluge fire suppression system being installed is a first for tunnels in this country. They will be concrete lined, fully lit, have traffic control systems and ventilation fans. The tunnels will be curved horizontally and vertically to align them with the Waiwera Viaduct to the south and the existing SH1 to the north.

Completion of the Johnstone’s Hill tunnels is expected in late 2007 or early 2008, the motorway extension is due for completion in mid-2009.

The Northern Gateway Alliance, which is project managing, designing and constructing the motorway, comprises Transit New Zealand, Fulton Hogan, Leighton Contractors, URS New Zealand, Tonkin & Taylor and Boffa Miskell. The Alliance has brought in two tunneling experts with international experience to help with the project.

HAVING LISTENED TO WHAT WATER CARE ARE PLANNING TO DO, WE ARE SATISFIED THAT THEY ARE DOING ALL WITHIN THEIR POWER TO CAUSE AS LITTLE INCONVENIENCE AS POSSIBLE TO BUSINESS PEOPLE, AND THE PUBLIC GENERALLY, IN THE VICINITY.

IT IS OBVIOUSLY ESSENTIAL THAT THE NEW WATER MAIN BE INSTALLED AND BY TAKING IT DOWN THE VEHICLE CARRIAGE WAY CAUSES THE LEAST INCONVENIENCE, PARTICULARLY AS ALL WORK WILL BE UNDERTAKEN BETWEEN 7.00 P.M. AND 5.00 A.M. SUNDAY TO FRIDAY. THE ENTIRE PROCESS SHOULD ONLY TAKE 3 WEEKS.

EACH EVENING, ONCE THE LENGTH OF PIPE HAS BEEN LAID, ANDREW SPITTAL, THE PROJECT MANAGER OF WATER CARE SERVICES LIMITED, ASSURES US THAT THE TRENCH WILL BE BACK FILLED AND BROUGHT UP TO ROAD LEVEL. IT WILL NOT BE SEALED, BUT IT WILL BE A SURFACE WHICH CAN BE DRIVEN ON.

THE PIPE WILL BE BEING LAID JUST NORTH OF THE CENTRE LINE OF SILVERDALE STREET AND WHEN IT REACHES THE MAIN HIGHWAY WILL BE TAKEN UNDER THE ROAD THEN HUNG ON THE SIDE OF THE BRIDGE.

ACCESS IN AND OUT OF SILVERDALE STREET WILL BE AVAILABLE THROUGHOUT THE PROJECT, ALTHOUGH, WHEN THE WORK STATION IS SET UP TO DRIVE THE PIPE UNDER THE MAIN HIGHWAY, THERE WILL BE A “NO GO” AREA IN THE CENTRE OF SILVERDALE STREET.

WITH A PROJECT OF THIS NATURE, THERE WILL ALWAYS BE A LEVEL OF INCONVENIENCE TO SOMEONE, BUT WE WOULD URGE YOU TO BEAR THIS INCONVENIENCE AS LIGHTLY AS POSSIBLE, AS WE ARE CONFIDENT THAT WATER CARE ARE DOING EVERYTHING IN THEIR POWER TO ALLOW LIFE TO CARRY ON AS NORMAL WHILST INSTALLING A PIPE WHICH PROVIDES AN ESSENTIAL COMMODITY TO EVERY ONE OF US.

Although I do not like starting a newsletter with an apology, I feel in this instance that it is warranted. It is some time since we last sent out a communication to members and for this, we apologise. Yes, we can all blame pressure of work when extra-curricula interests get put on the back burner and that is exactly what I am doing this time.

As some of you may be aware, our Chairman Grant Vennell has been extremely ill and it will be some time yet before he is back on deck. This has meant that he has been unable to keep in touch with you, and his absence from the office has impacted on my time which has prevented me from stepping into the breach to keep in touch.

Your committee has not, however, been ignoring their responsibilities to the business community of our area. We have been keeping a close eye on what the Rodney District Council is doing and made submissions to the Long Term District Plan.

Watercare Services approached us regarding the new water main which is currently being laid in Silverdale Street, and at the Western end of Whangaparaoa Road and asked for our input in assisting them to minimise disruption to businesses in the area. Your Committee met with their Project Manager and RDC representatives to discuss management of the project. To this end they had undertaken to work in the evenings, 6 days a week, and to keep the majority of the road in a useable condition for day-time users. As we understand it, there will be a little inconvenience caused at the intersection of Silverdale Street and the Main Highway when they set up their drilling centre from which the pipe will be thrust under the Highway to meet the bridge on the eastern side. However, access in and out of Silverdale Street will be maintained. Unfortunately with progress, we often do have to suffer a little inconvenience before we reap the benefits, so, for those closely associated on a day to day basis with Silverdale Street, we hope things are not too difficult for you and ask that you co-operate with Watercare Services as they are certainly endeavouring to co-operate with us.

We have also been approached by Council as Destination Orewa Beach is objecting to the use of the Hibiscus Coast Highway as the alternate free access North when Alpurt B2 is opened. They (Destination Orewa Beach) believe that there are alternative routes, however Council have invited us to meet with them to present our views before they adopt a position on this request. When the issue of tolling the Alpurt B2 section of motorway was considered in 2004, Transit NZ ran a consultation process which identified the Hibiscus Coast Highway as the alternative free route. After a process which included a public submission and hearing phase, an Order in Council was issued by the Government, in April last year, enabling the construction of Alpurt B2 as a toll Road. The RDC is therefore operating on the basis that the Hibiscus Coast Highway is the alternative free route as determined by the Government process. If anyone has strong views, or suggestions, relating to alternative routes North, please let me know (09 426 3400 or reception@gv.co.nz ) prior to 28 July.

NZ Post recently issued their new post code numbers and this has caused a great deal of consternation among members. We are keeping an eye on this problem but at present there appears to be little that we can do as the response from the postal service is that we should ignore these new numbers and that they will be reviewing the situation. If we hear of any progress on this we will let you know via the website.

Our Silverdale.biz website is becoming very busy and we are constantly getting requests via the website from new business people about joining up with our association. So, if you have not had all your contact details listed, or would like to have a link to your website from this valuable tool, please drop me an email or give me a call and we can arrange it. Remember, www.silverdale.biz  is your website and is available for you to place notices about special events, sales, changes in ownership, etc. This is done at no charge to you and generally information is in place within 24 hours of its receipt. Even though it is not always possible to keep in touch directly with all members, we do post information on the site, so it’s worth popping on every now and then to keep in touch with what we are doing.

We have had the majority of subscriptions paid now, but there are still a few outstanding and we would appreciate receiving payment by cheque or directly into our bank account as soon as possible. Our bank account number is

AFTER 5 FUNCTION – 31 JULY 2006.
In May we arranged to have our next meeting at the Alpurt B2 venue to learn, first hand, all about this development and take the virtual bus trip along the new motorway. However, we are very disappointed that Transit have now advised that they are unable to host us. Accordingly, we have decided to cancel this meeting, due to the limited time frame to organise an alternative.

We will however arrange a meeting for late August, possibly at Snowplanet, or if one of you would like to host a function on 28 August, please let me know. We have had some wonderfully successful evenings on business premises in the area and it is a great opportunity to let us all know just what your business is all about.

Work on the SH1: Northern Motorway Extension (ALPURT B2) began on December 13th 2004, following the release of an initial $20 million grant by Land Transport New Zealand (formerly Transfund). The grant enabled a swift start to the project and has effectively saved a year on the construction period by gaining a summer season.
Construction activity along the route is divided into six sections: tunnels, bridges and other structures and earthworks. Earthworks are divided into four sections A – D.

Current Activity
In the Auckland area earthworks activities are limited to the summer months to protect the environment from run-off and erosion. This means that the Northern Gateway Alliance (NGA) has between 1 October and 30 April each year in which to accomplish the necessary earthworks, unless granted a limited extension by the ARC.

In the 2004/2005 earthworks season the NGA achieved an extension until the end of May due to the high level of environmental protection practiced on the project. However, a wet May has meant that the majority of earthworks have now been closed down for the winter season.

A great deal of the work over winter months will be concerned with the maintenance of sediment and erosion controls, which are now in place in preparation for the heavy rains of the winter season. These include hydro-seeding of exposed faces with grass to prevent sediment runoff, silt fencing, cut-off drains and sediment control ponds.

Over the coming months the NGA will also be continuing to work on the various structures across the project, as these works will not be as affected by the wet weather.

Section A - Johnstone's Hill to Puhoi ›
This section runs from the northern portal of the Johnstone's Hill twin tunnels to the northern-most end of the works, just south of Puhoi.

Section B - Otanerua to Waiwera Bridge ›
This section runs from the northern abutment of the Otanerua Eco-viaduct to the southern abutment of the Waiwera Bridge.

Section C - Nukumea to Otanerua ›
This section runs from the northern abutment of the Nukumea Eco-viaduct to the southern abutment of the Otanerua Eco-viaduct.

Section D - Orewa to Nukumea ›
This section runs from the Orewa Interchange at the southern-most end of the project to the southern abutment of the Nukumea Eco-viaduct.

Environment Court extends use of Grand Drive, Orewa as a state highway link

The Environment Court today granted Transit New Zealand a further extension of the use of Grand Drive, Orewa, as a state highway link road until 1 August 2005.

Grand Drive is being used as the link between the end of the motorway at Orewa and State Highway 1 to the north until ALPURT B2, the extension of the northern motorway between Orewa and Puhoi, is completed.

Acknowledging the decision, Transit chief executive Rick van Barneveld said Transit had made substantial progress in progressing ALPURT B2 as a toll project.

Construction of the motorway started last week, following a statement from the Minister of Transport that he was favourably inclined to building it as a toll road, and the release of a $20 million funding package by Land Transport New Zealand.

Mr van Barneveld said Transit would report back to the Environment Court in April and June to update it on construction progress and the application to toll the route.

Confirmation of the motorway’s final construction programme remains subject to the Minister’s consideration of Transit’s request for an Order in Council to toll the route.  A decision is expected in March/April 2005.  If the Minister decides in favour of the toll, Transit expects the Order In Council process to be completed in time for its report to the Court in June, he said.

Northern Gateway Alliance
ALPURT B2
Our Chairman, Grant Vennell, has been appointed to the Community Reference Group, established by the Northern Gateway Alliance, to represent the interests of Silverdale Biz. Inc. The Community Reference Group will help the Alliance gauge stakeholder reaction to issues in advance so that it can make adjustments to planning and work methods where possible. 

You may ask - Who is in the Northern Gateway Alliance?

The Northern Gateway Alliance was formed in March 2004 to design and build the Northern Motorway Extension between Orewa and Puhoi, and to complete the procedures necessary to toll the route. Seven organisations make up the Alliance, and each member plays a critical role in ensuring the project is innovative, efficient and cost-effective.

The Alliance is a functional extension of Transit New Zealand, New Zealand's state highway manager. The other Alliance participants are Fulton Hogan, Leighton Contractors, URS New Zealand, Tonkin & Taylor, Boffa Miskell and sub-Alliance participant VSL.

Dedicated staff and resources from each of the participant organisations have been brought together into one team, operating at a single office, for the duration of the project.

Grant will be able to keep Association members up-dated on progress and any areas where we are able to have our say.
